When from within 7zip manager viewing an archive I drag a file and drop it on the desktop, CopyHandler intersects the action and it's not executed.

Please check the problem with the newer version of Copy Handler (1.32beta-svn212). There were some changes in the shell extension dll - maybe it would solve your problem (or at least give you some options in the configuration to disable the offending part).
